Usually it is not throttling — it is congestion, which looks identical from the sofa. Real shaping shows a fast speed test alongside a stalling stream that improves the moment a VPN is on. Three comparisons separate them in fifteen minutes: peak versus off-peak, speed test versus stream, VPN on versus off.

Two things get called ISP throttling, and only one of them is. Telling them apart takes about fifteen minutes, and it matters because the fixes are completely different.

Congestion is capacity running out. Cable segments are shared between homes on a street, and between 7pm and 11pm there is simply less to go round. Nobody is targeting you. A VPN does not help, because the pipe itself is full.

Traffic shaping is deliberate — an internet provider identifying a class of traffic and limiting it. It is much rarer than IPTV forums suggest, and a VPN usually defeats it entirely, because there is nothing left to identify.

Most people who conclude they are being throttled are actually congested. Some genuinely are not. Here is how to find out which you are, without guessing.

That "speed test stays fast" row is the crux of the whole subject. A speed test is a short burst to a nearby, well-connected server — easy to recognise and frequently unaffected by traffic management. Sustained streaming from a distant server is neither. A fast speed test alongside a stalling stream is the single most useful signal you can collect.

The three tests

Run all three at the same sitting. Each one on its own is ambiguous; together they identify the cause.

Fifteen minutes, three comparisons

  1. Peak versus off-peak. Watch the same channel for five minutes at around 2pm and again at around 9pm. Count the stalls each time. A large difference points at congestion or a peak-hour policy; no difference points somewhere else entirely.
  2. Speed test versus stream, at the same moment. Run a wired speed test while the stream is stalling. Note download, ping, jitter and packet loss. Fast test plus bad stream is the shaping signature. Slow test plus bad stream is ordinary congestion.
  3. VPN on versus off, same hour, same channel. Five minutes each way, then repeat in the opposite order. A clear improvement with the VPN means something on the path was treating your traffic differently.

The last row is the one people misdiagnose most often. If your line is fine, a VPN does not help, and the problem is confined to peak hours, the busy thing may be your IPTV provider's server rather than anything your ISP is doing.

Reading a speed test for streaming

The big download number is the least useful figure for this purpose. Run the test wired, at the time the problem happens, and read all four:

  • Download. One 4K stream is comfortable on about 25 Mbps. Most Canadian home plans have many times that, which is why speed is rarely the real constraint.
  • Ping. Under 50ms to a nearby server is healthy. High ping shows up as slow channel changes.
  • Jitter. Variation in latency. Under 20ms is fine. High jitter causes stalls on a connection whose average speed looks perfect.
  • Packet loss. The one that matters most and gets shown least. Above about 1%, you get pixelation and audio dropouts rather than a spinner — a completely different symptom that is not a bandwidth problem at all.

A line reporting 500 Mbps with 4% loss will stream worse than one reporting 40 Mbps with none. If your speed test tool does not report jitter and loss, find one that does.

What Canadian rules say

Worth knowing so you can have a specific conversation rather than an accusatory one.

Canada's framework for internet traffic management requires providers to disclose the traffic management practices they use, and treats practices that unjustly discriminate between types of traffic as a problem. The practical upshot for a household is that you are entitled to ask your provider a direct question — what traffic management do you apply to streaming video on my plan? — and to get an answer.

That question is more productive than an accusation, and the answer is useful either way. A provider that describes ordinary congestion management is telling you the fix is capacity, not policy. A provider that will not answer has told you something too.

What to do about each cause

If it is congestion. More speed on the same technology usually will not help, because the constraint is shared capacity, not your plan tier. What does help: moving to a different access technology on your street where one exists, since fibre and cable share capacity very differently; watching at different times where that is realistic; and reducing what else in the house competes at peak — a game console downloading a 90GB update at 8pm is a bigger factor than most people credit.

If it is shaping. A VPN is the direct workaround and it works well, because there is nothing left for the policy to identify. If it is a routing problem. This shows up as a VPN helping regardless of time of day. It is worth telling your IPTV provider, because they can sometimes move you to a different server or address the path from their end. If it is none of the above. Go back up the list. What we are not going to tell you

You will find pages naming specific Canadian providers as throttlers, complete with confident percentages. Treat those carefully. Traffic management practices vary by plan, by region, by network segment and by year, and a household in Mississauga on cable and a household in Ottawa on fibre with the same provider are not having the same experience. A blanket claim about a national ISP is rarely true of every customer, and it is often written by someone selling a VPN affiliate link.
